He was born in Taşlıçay, Ağrı (1953). He graduated from Atatürk University, Faculty of Islamic Sciences (1977). He completed his doctorate at the same faculty with his thesis titled “The Concept of Land in Islamic Law and Its Legal Consequences” (1982). After working in various positions in the Directorate of Religious Affairs (1978-1985), he started to work in the General Directorate of the Diyanet Encyclopedia of Islam. Following the merger of this institution with the TDV Center for Islamic Studies (ISAM) (1993), he served as a member of the advisory board (1996-2003), vice president (2005-2010) and board member (2005-2022) at ISAM. He has served the Diyanet Encyclopedia of Islam since its inception as author-editor, member of the Fiqh Scientific Committee and member of the Review Board. He was named associate professor in 1995 and professor in 2012. He worked as a faculty member at Marmara University Faculty of Theology for a while and retired from there (2011-2017).
